Assume for a moment that you wish to buy a flat screen TV. You visit all the normal discount and high-end stores, and go online to see what is available through the Web. You find many TVs, with great descriptions of their specs. But how would you feel if you could not find one fact: The Price.
Welcome to the world of the CFC federation. OPM has submitted proposed regulations to the Office of Management and Budget which, if adopted, will result in major changes to the federal program. Federal Times has received a copy of these proposed regs and published them on their site:

To get a handle on how many charities might walk away from the CFC if a flat fee is introduced, we need to look at the financial figures from theirperspective.
Anyone want to kick almost 1,000 national charities out of the CFC? How about reducing the number of local charities by a third or more?
